The same formula appears three times in the Qur'an. Classical exegetes divide on whether it describes an argument or a polity.

Cited with the Kalki Purana for the end of the Kali Yuga. The scope is the world order, not a membership count.
“He will be a Buddha named Metteyya… he will reveal to us the Dhamma, lovely in its origin, lovely in its middle, lovely in its consummation.”
The future Buddha appears after the decline and recovery of the Dhamma. A cyclical expectation, not a terminal one.
“There is one God, Truth is His Name… He is present in all places.”
The universalism is stated about God's presence rather than about an expansion of the Panth. Sikhism does not proselytise.
“All human beings are born free and equal in dignity and rights… Everyone has the right to freedom of thought, conscience and religion.”
